Iowa's Preliminary Notice filing applies to subcontractors and suppliers on residential construction. Commercial lien claims follow a separate registry path, so the intake stops a commercial project from entering this product.
The filing operator searches the property in the MNLR. If the general contractor or owner-builder has not posted a Notice of Commencement, the statute allows the subcontractor to post it before the Preliminary Notice. That added registry step is recorded in the job history.
The notice is effective when posted before the owner pays the balance due to the general contractor or owner-builder. FirstFurnish records the first furnishing date, but does not present that date as a substitute for the payment-based statutory condition.
