The deadline starts from the job, not the invoice
States commonly measure preliminary-notice timing from first furnishing, the start of work, a monthly nonpayment period, or a notice of commencement. The contract intake keeps those trigger dates separate from billing dates.
Recipients change with the contract chain
The owner is only one possible recipient. Depending on the state and claimant tier, the notice may also go to the original contractor, hiring party, construction lender, lien agent, or notice designee. Checkout remains blocked until required recipient roles are present.
The delivery record stays with the job
